This is a permissions issue.    The user does not have the proper permissions to install the GFS program which can often be the case on the 64bit Version of Windows Vista/7/8.

Two possible solutions:

	1.	Try using the "Run as Administrator..." option when opening the install program (gfssetup_<agency>.exe).
	2.	Give temporary administrative rights to the user attempting to install the software.
