What's the difference between Posting and Uploading?

Posting
"Posting" requires that two types of files be electronically sent to the agency:
(1) XML Contains the actual information on the form that is parsed into databases at the agency.
(2) PDF This allows agency administrators to view your form exactly the way you intended.

Uploading
Items that are "Uploaded" are electronically sent to the agency, typically in PDF format, have no particular structure and are not required to be parsed into databases at the agency.
